            In accordance with a Voluntary Compliance Agreement (VCA) between Delaware County Housing Authority (DCHA) and the U.S. Department of Housing and Urban Development (HUD) Fair Housing and Equal Opportunity (FHEO) office, DCHA has amended its Admission and Continued Occupancy Policy and Housing Choice Voucher Administrative Plan by deleting the words “excluding the City of Chester” and “outside the City of Chester” from the local preference sections.


            Residents of the City of Chester on DCHA’s waiting lists should immediately update their application on DCHA’s application portal which is accessed from our website All current eligible applicants living in the City of Chester must update so that DCHA can determine if your wait list position is affected. Changes will be visible to you on the portal within 72 business hours.


            All applicants are required to update their application yearly in order to remain active on DCHA waiting lists. This means that if you update as a result of this notice you must still update your application within one year after the date you update as a result of this notice.
